Welcome to the City of Lambertville’s resource page on the state’s new cannabis laws and what it means for our City!

On July 28, 2021, the City of Lambertville voted to ban 5 forms of cannabis businesses, but to allow, with some restrictions, certain retail operations. You can find a copy of the City’s adopted ordinance here. As a City, we have more work to do and will be developing additional materials for potential cannabis businesses.

The State, not the City, is responsible for the permitting process for cannabis businesses. The Cannabis Regulatory Commission (CRC) is working to establish the rules and regulations that will govern the application process for medical cannabis permits. Once details are established, the information will be posted on the CRC website here. The New Jersey Cannabis Regulatory, Enforcement, Assistance and Marketplace Modernization Act, P.L. 2021, c.16, the enabling law legalizing regulatory cannabis, does provide some statutory guidance on the application process. History Regarding Cannabis in New Jersey and Lambertville

  • On November 3, 2020, the State of New Jersey held a public question as part of the 2020 general election on the legalization of the possession and use of marijuana for persons over the age of 21. The citizens of Lambertville passed this question overwhelmingly by a vote of 2,233 (81.38%) to 511 (18.62%).
  • In February 2021, Governor Murphy signed three bills related to the public question on cannabis into law and established the Cannabis Regulatory Commission.
    • P.L.2021, c.16: Legalizing and regulating cannabis use and possession for adults 21 years and older
    • P.L.2021, c.19: Establishing the New Jersey Cannabis Regulatory, Enforcement Assistance, and Marketplace Modernization Act (“Act”), and decriminalizing cannabis and hashish possession
    • P.L.2021, c.25: Clarifying marijuana and cannabis use and possession penalties for individuals younger than 21 years old

The Cannabis Regulatory Commission (CRC) was established in 2019, and is empowered under more recent laws to play a regulatory role with respect to recreational cannabis. The five-member commission is charged under the law with the responsibility of developing the regulations under which all the new cannabis laws will be administered and enforced.  Importantly, the CRC will also be the body in charge of licensing the new businesses allowed under the law and overseeing those licenses once issued. No cannabis business may be located in Lambertville without first obtaining a license from the CRC.
